The study of inequality is important both for Russia and for the international community. The main indicators, considering the trends of inequality in social institutions, are economic, political, socio-cultural and territorial barriers of inequality. Thus a prerequisite for the emergence and development of inequality in social institutions are administrative barriers that contribute to institutional instability of Russian society as a whole.
